I have the Bylaws, articles of incorporation and a company handbook completed. Do I need a full business plan to recieve funding or can I recieve some funding to complete the plan?

I have not yet submitted the information to any establishment including the government

I am seriously thinking about starting one. I have the bylaws, articles of incorporations, a company handbook, and partial business plan. I have not submitted the information to anyone. What is the first step that I take?

That depends on the function of your organization. You seem to have everything underway, so I would suggest you petition for a 501-C3 tax form so you can be tax excempt after you incorporate and be on your way.
